First off, this really isn't my idea. Someone else posted it at Wizard Central and i'd like to post it again here.
The Gift-Cards (or their items) could be able to be bought online by users from the outside US ONLY. With this there shouldn't be any trouble with the Gift-Cards retailers selling the cards around in US.
