The Hoarder isnt showing up?

I dont get it.... my mission is to defeat the hoarder but when i got to the place where the yellow arrow tell me to go she isnt there! How come she isnt there?

She wanders, check up and down the street, she'll show up.
If you want the prize, you have to build the ladder rung by rung. There are no shortcuts.

Try switching realms as well. If someone has already defeated her prior to you, it will take a few seconds for her to reappear.

In addition to what Zeke said, also try getting into random battles, sometimes that helps the enemies that are supposed to be in the area spawn or respawn
