Pioneer Dragon is gone forever. The intent was to give away one for each account in good standing at the end of beta. (I suppose that if you had multiple characters AT THAT TIME and bought extra crowns AT THAT TIME then you might have been able to buy multiple pioneer dragons AT THAT TIME.
You can't get them now, even if you were around in beta and have one on another character. It was a one-time affair.
