You have to finish Hyde Park first. Then Sherlock Bones (I believe) will give you permission to go to Chelsea Court. You can ask the seller in the booth for a ticket.
You have to complete the main storyline quests in Hyde Park before you can access Chelsea Court. Don't dispair, you'll run across several quests like this where you will need to wait until you have access to an area before you can complete it.
