Mr. Swiftarrow drops a lot of different things. The chance of getting any one would be probably about 1 in 25, meaning that you could get it the next time or not for the next 100 times.
As far as i know, anybody who can fight an enemy can get any drop the enemy has. Some things are only usable by certain schools.
