cost: 3 pips effect: increases accuracy by either 35% or 45%

3 pips is what most bubbles cost to cast, eventhough 3 pips always seems a bit high players still cast it
in regards to opponents also being able to use the effects of the bubble, that may seem a bit harsh but like all bubbles, if someone doesn't like it they can always cast another bubble to change it... and yes, the bubble may benifit storm players who like to bolt but then again these players will be giving up three pips to use it as well as storm damage should they of chosen to cast a storm bubble instead at the 3 pip cost and such cards are 1v1 rather than attack all... in terms of actual game play though such a bubble would add to player options without unbalancing play
