Pet Pavillion Problem

WHY CAN'T I GET INTO THE PET PAVILLION? :x The dang gate to the pet pavillion won't open. I'm a lvl 17 with baby dragon. I could really use some help

The problem is, you haven't spoken to Merle Ambrose yet to get permission to enter the Pet Pavilion.
If you want the prize, you have to build the ladder rung by rung. There are no shortcuts.
