Depending on your situation, you will either need to buy it via crowns or if you are a subscriber you can port to a friend that is there already. But is sounds like you need to quest a bit more if you want access on your own.

You have to defeat the bosses on Cyclops Lane, Triton Avenue, and Firecat Alley, then go see Merle Ambrose.

Yes, you should be able to get in after aquiring the "Three Streets Savior" badge.
