why can't i get secret quest

my friend showed me there is a secret quest the wand seller has in Marleybone. My death dude can get it but my fire dude can't. both of my dudes have finished mb plz respond.

I think the reason why your fire wizard doesn't have the quest is because
maybe its a quest for death wizards only. Was your friend a death wizard?
