Do ya'll have a subscription or use crowns? PVP is available to players that subscribe, as well as use crowns per match or all day PVP.
If she's playing 'free', and has used up the crowns given to all starting players? Then that may be the reason she can't enter the arena to fight.
If that's not the situation, you need to contact 'Help', and submit a report with them to see what's wrong.
