Did not get master of storm badge

I am nearly a grandmaster diviner and i learned ALL of my spells and i do not have the master of storm badge. I know i should have it because i got storm lord and got my stormzilla pet, if anybody knows how to fix this PLEASE help!

you need to learn the elemental blades and shields from niles in krokotopia and there is a trainer near the girl on colossus blvd.
