I'm a level 46 ice i think i would have to be a level 48 but i'm not that sure

At level 48, Professor Greyrose will call you to the classroom for a special assignment. This is a quest that you will have to complete to earn your level 48 Ice spell.

yea, when your a level 48 of ice then you the ice teacher will show up on the screen saying she needs you.Also you need to right three monsters Ryan HawkSpear level 50 ice 40 balance and 16 storm nope to cya on wizard101
