Quest Arrow Bug: Its leading me to nowhere

This has been happening alot.
For example, im doing a quest where i have to find 10 gems in the hall of champions. but the arrow leads me to the middle of the room, and theres not a gem there! Why? and when i see a gem, as soon as i get close to it, it will quick turn around and lead me to it. What is this?

The gems spawn randomly in many locations, the Quest Arrow is pointing to you a possible location for that item.

It's not ideal, but you can easily see these items as you adventure around, so there's no need to rely on the arrow.
