So I was just wondering if anyone can confirm the Vanguard's Shocking Boot's dropping from Prince Viggor because everyone says that's where you farm the boots, but on the wiki it says the Shocking Boot's only drop from Fellspawn. Plus I've defeated Prince Viggor around 30 ish times with no luck.
I got Vanguard's Shocking Boots from Prince Viggor myself.
Fellspawn drops every piece of Vanguard and Dragoon gear. However, drops aren't great and there is too much RNG at play. I'm sure if you keep at it with Prince Viggor you will manage to get them.
Keep in mind that if you get any of the other schools' vanguard boots you can still use that to craft your school's dragoon boots.
