sunken city isnt required to finish wizard city, but you must have acess to nightside. Beat the main storyline on all the streets. For good badges, do every quest you see. Also doing all quests wil get you ready for Krokotopia

At a minimum you have to finish Unicorn Way, Cyclops Lane,Triton Avenue and Fire Cat Alley.Sunken City and Colossus Blvd. are side quests. I suggest doing all quests on all streets and save Sunken City instance for when you are stronger.
Colossus Blvd is not required to get to Krokotopia.
You don't have to do colossus blvd to get krokotopia or sunken city. If your not doing side quests for cyclops lane do everything that Nolan Stormgate tells you to do. For triton avenue do everything that Susie Gryphonbane tells you to do. And firecat alley do everything that private Quinn tells you to do hope it helped.
