stuck at lvl 17

ium at lvl 17 where can i go to lvl besides the sunken city or is that the only way unless i just fight in the towers to lvl witch i hope not to do it get so boring

If you're bored, you're doing it wrong. At level 17 you should be in Krokotopia. Here are the main quests in Wizard City:

If you missed one or more, you are unable to move on.

what do you mean your stuck at level 17? If you haven't go through firecat alley, triton avenue, cyclops lane and collosous blvd. to see if there are any side-quests you missed.
