If you mean wands (wand, staff, 'sword') they should be given to you as quest rewards. You can also buy them at the Bazaar or from merchants at the appropriate stores.
If you mean Athames (which give some school spell card), some enemies drop them. You can buy them at the Bazaar and from some merchants, too.
