that is for finishing colossus boulevard. after finishing firecat alley cyclopes lane and triton avenue you can go talk to merle and he gives you a quest called colossal problem and the nightsahde quest

Not the Nightshade quest, Colossus Boulevard. It's the final quest in Colossus Boulevard then after that I think you go to Krokotopia.
