Quest for Sohamer Sunblade

I have a quest to see Sohmaer Sunblade on Triton Ave. but i cant find him...where is he at? He is suppose to be by the old Storm Mill I just cant find him unless I am missing something.

There's a teleporter near Blad Raveneye. Hop onto that and you should be right in front of Sohomer Sunblade. You can also use your map.
