New Shop in Wizard City shopping district?

I have looked all over and can't seem to locate the new shop that opened
for Halloween. Can anyone tell me where it is??

It is not exactly a new shop so much as a vendor. Spooky Bob is by the fountain selling Halloween items (clothes, wands, and a black cat pet) for crowns.
