How Does Infection Skill work?

How exactly does the INfection skill work? I know it says -50% to healing But what does that do?

I cast it on opponent? Then how do I get it to activate?

I'd assume it would be just like any spell that affects a caster (like weaken) to affect their chances or results of spellcasting. I haven't bought it though, looks interesting just the same but mostly for PVP or maybe the upgraded boss battles?
