Halloween Quests!

Jack doesn't have an exclamation point over his head for me. I'm a level 50 ice wizard. Anyone else have this problem?

If you did these quests in previous years you will not be able to repeat them on that character.
If you want the prize, you have to build the ladder rung by rung. There are no shortcuts.

Jack has a ! over his head but the 2 quests arent starting-are there any prequests needed before Jack Hallow's quests are activated?
