Glitched out spell

I really need help!!! I am lvl 52 fire and i cant seem to get fuel. i cant even get the quests!! and i have friends that got it at lvl 30-31. so i dont know what can anyone help me? :(

that is impossible you have to be at least lvl 35 to get fuel and you need to be up to mirkholm keep in gh in order to get the quest.
