Can't get the Halloween Quest

For some reason I am unable to get the Halloween Quest from the pumpkin head guy in the Wizard City Commons.

I do not already have the quest, and I have not already done it.

I can't activate him in any way.

Anyone have any ideas?

My Daughter and myself are in the same boat.. can not get a quest off of pumpkinhead..
