You can try waiting by the tower during peak playing times and switching realms to find other players with the quest. Also you can try asking for help in the Wizard City commons area, though this not as reliable as it once was.
If you still have trouble then you should go to www.wizard101central.com and look for a forum called "In game quest help". It is easier to find other players with the same quest or higher level wizards willing to help there.
I need help on Briskbreeze Tower. I,m a level 60 Fire, I cant get passed the first boss, and no one is ever there. Someone please answer my S.O.S!!!
