Marleybone is based off of 1800s England specifically. Dragonspyre is based off of the Roman Empire. Wysteria is based off of Italy and Greece. The Floating Lands in Celestia is based off of Polynesia. Celestia itself is based off of Atlantis.
Avalon is based off of medieval Britain. You're correct that Polaris is based off of Russia, but it also has influences from France and Prussia. Karamelle is based off of Willy Wonka's Chocolate Factory specifically.

Wysteria does have some Mediterranean architecture but its not really greek, and Celestia is a bit to tropical and modern for Atlantis. Both of them are underwater cities but they are not really similar, Dragonspyre has names like Ivan which are eastern European. Some people posted that Polaris is Russia during the French revolution but the French Revolution did not influence on Russia. It could be during Napoleons invasion but them everything would b burning. I think Avalon is not only British Medieval but I am not even half way through the game so I cant be talking.
