You have to finish Unicorn Way first, then enroll with your professor. Of course, you could always use a higher level wizard on your account and stitch it there, then send the gear through the shared bank for your younger level.
No, it's not a bug. They aren't supposed to appear until you can receive the Ravenwood Tour. (Which is after you enroll with your professor.)
