I have an illution. Is that possible if a subscriber noob have a grand friend and the grand friend port him to every world to take every zeke quests and get many traning points and then all spend in one school even that noob have not reached the level to earn the spell?
Nope. Even if a subscriber got all of the Zeke training points, but was not the level for that spell, he/she would not be able to get it.
You must fulfill both requirements (level and a training point) in order to get a spell. For spells not from a secret trainer (i.e Cyrus Drake) you must get the spells in the order that they come in, from top to bottom. You cannot just get earthquake from Cyrus Drake without getting all the spells below it. For secret trainers (i.e Sabrina Greenstar in the Commons) you can get the spells in any order you would like.
For spells of your own school, you can get them for free.

No. Regardless of how many training points you have (or how you acquired them), each learnable spell has a minimum level requirement. That means that, in order to learn that spell, your wizard must be at least that level in order to learn (assuming you have also learned any spells before it well, as the ones offered by the teachers require).
