Why is balefrost +35% when everyone else's bubble is +25%? It's totally not fair for everyone else
It is fair. Ice has some of the weakest base damage spells in the game, they get ice trap at level 7, and the next boost spell they get is balefrost at level 33. The only other global spells that affect damage are darkwind, wyldfire, and time of legend for storm, fire, and myth. All three of those classes hit substantially higher than ice, and get blades much earlier.
