Due to COPPA (the Children's Online Privacy Protection Act) we are unable to keep the birth dates of players under the age of 13. This is protected information, and we cannot keep it in our databases, therefore we cannot reward our players on their birthdays.
If you want the prize, you have to build the ladder rung by rung. There are no shortcuts.

Aw, thats a shame, but at least you guys have a legitimate reason.
However, could you maybe consider a gift for players over 13? Or some kind of event where you could win stuff like training points, or more quests.
You could have a special day or days for players every year though. A special day could be the anniversery of when the person's account was created and a date of a individual's choice. Although it may be against the law to keep track of birthdays, it isn't against the law to keep track of a special day of a person's choosing even if the day they choose happens to be their birthday cause you aren't keeping track of whether it actually is or isn't. The longer an account has been with you, the better the gift on special day's can be made.
