I beat Zafaria, but I can't find the person who gives The Tragedy of The Apes quest. Who gives it?

the first guy in the baobob crossroads.(after you complete the quest to gain access to the new astral spells, i think).

Koko Smokesign. Tragedy of the Apes is the main quest where she has you look at the Gorilla Throne.

I am pretty sure its a storyline quest in Drum Jungle...check the first guy you talk to (the zebra name escapes me) in Baobab Crossroads and see if he has the quest.
