Luck seems pretty crucial here, It can take days to get even 1 gear item at times and some bosses can be frustrating to deal with as well, and also for people who have more than 1 character It would be nice to have Items drop more often based on how many characters you own, based on their level as well, so that the system can't be abused.

I can agree on the luck part. I got the Vanguard boots from Viggor's drake in only seven or so tries, but the hat from King Detritus has been eluding me for days! Must have that hat...
