If you are a balance wizard at what level are you supposed to get spectral blast because I heard it was level 25 and I am 26 and I have not got it yet.
I think you get it at lvl 26 or somewhere around it, you probably turned off the side message thing when you get a circle and a professor talks to you. Go check Athur or the balance teacher at Krokatopia (i cant get his name right lol). They might have it.

i am not a balance wizard but i know that you get it at 26 from the krok teacher in krokotopia

You get it from Alhazred in krokotopia in lvl. 26 :-D
