Sparkles Floating Around Your Head...

In the past several days I've seen people that have sparkles floating around their head, how do you get that effect, do you have to stitch an item a cretin amount of times to get that

These signify that the player is using one of the new School Mastery Amulets.

Yup, mastery amulets. Each color signifies a different school too.

I have seen more Green sparkles then ever! First I thought it was just Legendary or some fancy outfit, but look here, haha, its just an amulet! Cool, maybe I'll buy one too. Thanks for the help Miss Greyrose!

I have a death mastery amulet and i dont see sparkles on my head. How come?
