Scorching Scimitars Quest

So I just got to level 118 on my fire wizard, so I was expecting to get the quest for the Scorching Scimitars spell, but Ignus Ferric only gave me the quest to get the Raging Bull pet. Am I missing something or is this some kind of bug?

Need to complete Eerem Palace in Eerem gardens to get the quest. Some school quests are level and area restricted.

It is not just level locked, it is quest locked also, should pop up when you get there.
