I am a level 68 death wizard and i still havent gotten my scarecrow pet yet ! When will i get it and is anyone else having this problem?

First have you completed all the requirements needed to even have your pet quest show up....?

you can do a search and find out the different requirements you need....

The scarecrow is a level 58 quest.

Check the requirements, in most cases players don't do the grizzleheim/wintertusk storyline, you'll need this in order to get your pet.

In order to get your level 58 pet, you need to complete the required quests (your previous pet quest and "Nordrilund Exposure" in Wintertusk). For more info, you may want to check out this board:
