what are the requirements for the level 38 and 48 ice quests i got a summon for level 38 but when i went there i could not recieve the quests please let me know asap

Your other post mentioned you were wondering why you didn't get your Frost Giant spell, well it's because you didn't complete your level 38 Ice Blade quest.
Why you didn't receive your 38 ice blade quest is because you didn't complete one of the previous 7 (possibly 8 if the new 35 Grizzleheim spell counts) ice quests.
