i know power play gives more chance for power pips but can you use it before you have a bass power pips? and for spells that boost critical hit do you also need a exsisting critical hit for it to work?
yes power play will increase the percentage change of getting a power pip. Same with Critical boost spells. It you have no base critical then all you have is the boost from the spell.

yes, they can be used to raise your percentage from zero to whatever percentage it says on the card. -eli and crew
