Obscure symbols on high level clothes?

I have noticed a couple symbols on expensive high end clothing and items that I am not sure of the meaning.

One is a wand with a percentage after it, does that increase all your magic spells by that amount?

The other is a circle that looks like it has a broken arrow through it then a percentage, I have no idea what that represents.

Could not fight an explanation of these symbols (buffs?) on items so do not know how beneficial they are.

the wand percentage is what i am guessing is critical raiting? it is a wand symbol with 30 or so percent. The other thing is only what i can guess as accuracy?

The two symbols you aren't familiar with is critical and block ratings. You should also see them as stats on your character's stat page.
