Hey guys outside of scotland yard there is a new guy called the professor with a telegraph machine so i am guessing that he reprisents Doctor who a tv series that i watch and he is the 4th doctor cause the scarf and clothes can some one tell me why he is there please

He is part of a quest that originates in Baobab Crossroads.
Talk to Inyanga Whitestripes.
I, however do not know of any prerequisites for the quest.
