Minion Buff Vendor

Anyone help me out? I recall wandering around i found a vendor that sold minion buffs for your minions but now cannot seem to find it. Any clues?

It's in Kroctopia - when the two obelisks light up, you can teleport to the shop :-)

There's also a Minion Trainer in Marlybone, in Digimore Station, down the stair beside the Mayor.
