Minimum Level on training points?

Is there a minimum level you have to reach in order to re-do your training points with Mr Lincoln.

My higher level characters all can do it. I have a 33 and a pair of 18's who can do it. I have 3 level 10's though none of whom can.

The minimum level requirement to sell back your Training Points is 12.
