You have to go to the individual people on each world to get the quests. Harold Argleston only introduces the quest.
You need to talk to: Sgt Talbot - Krokotopia Xun Zhao - Mooshu
Edith Benchley - Celestia Sir Pike Del Lago - Avalon and Pacal Redmark - Azteca
You will not be able to access these quests if you have not unlocked the world or the place where the spell writ mobs are located. At level 80, you should be able to access the Avalon quests and possibly the Azteca quests
