Yes, all schools will get a school blade, somewhere down the line. Your teacher will eventually give you a school quest to get your school blade.
Ice's School blade is level 38 Life's School blade is after you complete the Krokosphinx All other school blades are generally given before you finish Wizard City.
I've noticed that more people have a blade that they attack with. How do i get one do i have to be a certain level or finish a certain quest?

All the school spells are listed here: http://www.wizard101central.com/wiki/Category:Spells (scroll to the bottom where they are sorted by school) You will get a blade at some point; it depends on what school you are as to when. :)
