Does anyone know if Loremaster will be dropping Headless Horseman during the Halloween Pack Event?

I don't think so. Unlike "Christmas in July" they only brought packs back rather than bring back everything Halloween related like the quests, commons decorations, Spooky Bob, etc. So I imagine Loremaster still has her normal non-holiday drop table.
