Critical rate too low

I have a Q. about the critical rate. I am a lvl 50, and I have been in about 50 duels and I haven't hit one critical. Someone please tell me what I'm doing wrong and how to critical! :(

unless you have gear that gives a critical hit boost you have a 0% chance of getting one.

Yes, I do have gear, and i see 27 under the storm tab in critical in my spellbook. What does that mean?

The rating is out of 500 meaning you have less than a 10% chance, it's rare but it will happen.
