At the end of Zafaria before Mirror Lake, when you talk to Inyanga he says "Long ago Merle Ambrose and the Council or Light broke Morganthes power and buried her heart of darkness beneath Mirror Lake"

I have not mae it to that part, but I believe the Council of Light is made up of the leaders of each world and the strongest (computer) wizards.

Well, according to the "ancient texts" found throughout Zafaria, the Council (flashback to the Jedi Council, anyone? lol) consists of:

Merle Ambrose
Lydia Greyrose
Emperor Yoshihito
Diego the Duelmaster
Alhazared

So far I think it's Ambrose and Grandmother Raven. :p Also in Stone tower one of the side quest mention some worlds that we never heard of yet like Avalon. o:
