Both are open to speculation, and it's not likely that KingsIsle will tell us well in advance of Wintertusk.
I would guess that the fourth potion vial won't happen. It's a simple matter to set a mark, go fill the potions via games, and return. I'd also guess that the double power pip wands won't happen either. The game is already too easy as it is.
