Everybody is saying on Central you can't get it anymore, and some people disagree. Can I have a little help knowing if you can get it (and if so, how)?
Don't listen to those Central people. Half of them don't know what they're talking about anyways. On your question, it indeed does still exist. I have two of them, and I believe they are dropped by Herkir if I'm not mistaken in Mirkholm Keep. Hope this helped.
