I've seen a lot of people who can have their pet cast a Pixie. How do you get one of those, and how do they work?

do you mean the ability of 'May Cast Sprite'? That ability is called Spritely. The easiest way to ensure you get a pet with spritely is to buy one of the Bundle Cards. The Bundle Cards 1st Generation pets will Always get Spritely at Teen.
The mechanism for casting Spritely is hidden amongst KI's Internal Secrets department, and only they know. As far as most of us are concerned its considered 'Random'.
You can also hatch with a pet that has Spritely but you aren't absolutely going to get Spritely to unlock on the baby. The Jellyfish pet you received as a Quest Reward in Celestia also has a chance of unlocking Spritely.
